Moscow and the surrounding region came under one of the largest reported Ukrainian drone attacks of the war on September 20, 2026, with Russian authorities saying more than 1,600 drones had been intercepted across the country and approximately 450 were headed toward the Russian capital. The attack caused damage to residential buildings and a major oil refinery, while several people were reported killed or injured.
Moscow Mayor Sergei Sobyanin said Russian air defenses had intercepted hundreds of
drones approaching the capital. Some drones nevertheless reached their targets, including the Moscow Oil Refinery. Witnesses reported explosions and large plumes of smoke rising from the refinery, although the full extent of the damage was not immediately clear.
Residential areas were also affected. Russian regional authorities reported that a drone struck or fell near a high-rise apartment building, triggering a fire and forcing hundreds of residents to evacuate. Officials said approximately 400 people, including children, were moved from one 21-story building in the Ramenskoye district.
Other homes and buildings were also damaged across the Moscow region.
The reported death toll changed as authorities assessed the aftermath. Initial reports said two people had been killed, while Reuters later reported that a third person died from injuries sustained in the attacks. Local authorities also reported numerous injuries.
The attack occurred on the final day of Russia’s parliamentary elections. Sobyanin accused Ukraine of attempting to disrupt the voting process, although that interpretation is an allegation by the Russian authorities. Ukraine’s President Volodymyr Zelenskyy confirmed that Ukrainian long-range forces had carried out strikes in the Moscow region and said key oil and logistics facilities had been targeted.
The incident demonstrates the continuing expansion of long-range drone warfare between Russia
and Ukraine. Both sides have increasingly targeted infrastructure far from the front lines, including energy and logistics facilities.
Ukraine has not indicated that civilians were intended as targets, while Russian authorities continue to investigate the damage and casualties caused by the attack. The latest reports underscore how the conflict continues to reach major population centers far from the battlefield.
